Siamese cats are the only breed that had natural blue eyes. They are native breed of Thailand. Some white cats have the blue eyes, but that shows the cat is deaf. If a white cat has one blue eye it is called odd-eyed cat and is deaf on the same side as its blue eye.
There are 14 blue eyed cats, there are also 10 point breed cats. Balinese, Bengal, Birman, Cornish rex, Himalayan, Javanese, Maine Coon, Ragdoll, Siberian Colorpoint, Siamese, and Tankinese
A Siamese cats do have blue eyes, as well as Himalayan cats. In most other cats, it is just genetics that will determine the eye color just like in humans.

White cats can have blue eyes, how ever this can also be a sign of deafness, I recommened you try to determine this before purchase. If your after a breed with blue eyes, you have the Birmin & some Siamese have them. Generally cat's that come in 'points' can have blue eyes. For example, the choc point Birmin.
