No. Siamese cats have blue eyes, but not all white cats are Siamese. It is more likely for a white cat to have blue eyes, but a good number of them have green eyes. It is also possible for a white cat to have one blue eye and one green eye, but this isn't terribly common.

No, there is a kind of albino cat that has one blue-green eye and one orange eye. I know because I owned one for ten years.
