The FE stands for electronic fuel injection on a gasoline powered engine. Toyota first started selling this engine in 1987, eliminating the F style engines that had less fuel efficient carburetors.

'F' stands for Economy Narrow-Angle Valve DOHC. 'E' means Electronic Fuel Injection. FE is a suffix in a Toyota engine family. Therefore, FE is the feature of that engine family. FE feature is not for maximum performance. Rather, it is for daily and long lasting driving. This translates to efficiency at minimal consumption and maintenance.
