Yuccas are very hardy plants. They can be cut back at any time. You will need good pruners or a sharp knife. If you simply want to clean them up, remove any dead foilage or flower stalks as far into the plant as possible. They can also be cut back to the ground, they will come from the roots.

All you have to do is establish a cutting point at the trunk of the plant. It also depends on what you are cutting it for. This is best if you are propagating it.
