Poly-venyle-chloride doesn't corrode in top soil or deep within the earth. If somehow a fire were to start to burn that area and the poly-venyl-chloride burned it would create a mists that would induce coughing. The cough is severe however and if not treated can lead to cardiovascular problems that could result in death.
