A dog with a "bad rash" should be seen by a veterinarian. Staphylococcus normally present on a dog's skin and does no harm. But if the skin is broken by a rash or injury, a staph infection can quickly set in. Get medical attention for your dog.

The rash could be caused by fleas or by an allergy to something in his environment. Although a vet should be consulted, try using a medicated shampoo to bathe her.

This usually turns out to be heat rash or allergies. Give your dog a cool place to rest. If needed give him half a benedryl. Fix him right up.
