The puppy must learn by example who is the alpha of the pack (the human). The puppy is testing the boundaries, much like a human child would. It is important not to give too much attention to the new puppy at the expense of the older dog, as the puppy will interpret this as their dominance over the older dog.

Dogs, much like children, have to be reprimanded for their misbehavior. Make sure you are in the roomw when your older dog and your puppy interact. If the puppy becomes aggressive, grabbing the puppy by its scruff and laying it on it's side until it calms down will deter him from this behavior if done repeatedly.

You should start immediately letting the puppy know that is not acceptable. Start by putting the puppy on its side every time it gets aggressive. This shows that you are the leader not the other way around. Let your older dog smell and sniff the puppy when it is laying on its side.

My puppies always tend to be aggressive toward my older dogs. Although it is a time consuming solution, I always spend hours laying on the floor with both the older and younger dog, and force them to be together. After several sessions, they realize that they can be together peacefully. It has worked for me many times.

Easy answer watch Dog Whisperer. To be blunt the puppy is trying to become pack leader. If you, the human were pack leader alot of the problems would stop. Other than that make sure both dogs are getting proper exercise and check to see if your old dog is healthy. Sometimes an animal will take control if alpha is sick.
