You will have to isolate it from other Parakeets and not handle it yourself. You can try to teach it that your presence means food but this is very difficult, birds are often aggresively territorial.
The best thing to do about a mean parakeet is simply do not handle them until they are more trusting. Try to talk to the bird and give it treats without taking it out of the cage.
