I think that AT&T might let you use Cingular phones for their plans. If not, try selling them on a website that sells used items.

I have been told that cingular has been bought by at&t so i am pretty sure that you will be able to use your old cingular cell phone if you have a plan with at&t.

Phones can almost always be used again. If you do not want to keep it, sell it to someone. They just need to get the phone activated.
