What are these tiny white insects that are jumping and biting?

Sounds like humpback or phorid flies. They breed in dirty areas like trash and drain pipes. To monitor them set up sticky traps by a light source and that should capture them for monitoring. Flying insect insecticides will kill them with repeated treatments. Not much else works if they are in great numbers.

They could be mites if you find them in your house, but if it's in your garden then they're probably bugs that eat the decaying matter from plants.

I am pretty sure they are some sort of aphid, I get these on my plants a lot. There bites are harmless and they are easily detered with a spray
