What are these tiny white bumps outside the anus?

They are not painful.

Perhaps they are warts. Which sometimes appear in the anal area in women and straight men. Conceivably herpes, but the lesions would be painful and then heal pretty soon.

Well it depends on the size of those tiny white bumps. If they are just small then they just might be sebaceous pimples or oil that got accumulated in that region. It may just be accumulated secretions that you need to clean off. If it is abundant and a large size then it might be polyps or cysts.

They could be pimples, similar to acne, or caused by a heat rash. They could be herpes but that is usually painful.

They could be due to blocked glands. This condition is not serious. However, it those glands become infected, they will become painful and you may need a course of antibiotics.
