Every person expresses love differently. Some people express it verbally, but others don't. You should look at his actions. Does he find excuses to be around you simply to enjoy your company? Does he make you a bigger priority than his friends? If so, then it may be love.

If he is truly in love with you he will want to see you often and choose going out with you over going out with his friends.

Does he talk about the future? If talks about doing things with you in the future, then it shows he sees your relationship lasting. If you also spend time together doing normal, everyday things (instead of just going out on dates) it's also a good sign. If it is normal for him to call you everyday, this is also good.
