A 1099 is a report of income paid to a contract employee. A "1099 worker" does not have taxes deducted from his/her wages and does so on his/herown. A 1099 is to a contractor what a W2 is to an employee. It has nothing to do with a passport.

Generally, a 1099 requires a tax number - either Social Security or EIN. Without a tax ID, withholding is required. For contract employment, you need proof of work status.
