Like most states Texas is mandated by Americans with Disablity Act. It simply states any public or private facility that is funded with taxpayer's funds has to make that facility accessible to the handicapped. For instance if you are in a wheelchair their has to be access ramps or braille readings for the blind.

The standards are federal, and Texas, or any state for that matter, must comply with federal laws. There are many ADA fact lines and web sites; call or email for specific information on any topic.

It's probably the same as in other states. Places of business must have ramps or other accessories that accomodates the disabled.
