Flying bugs could be many things. But if you have a large amount it is probably gnats. They tend to stay around water, like creeks or ponds. Any local harware store should have a remedy for the pests.

There are lots of different flies and insects that could live on your lawn. Some of them bite, and can cause itching. Others just fly around. Black flies can be the worst.

Without a description, it could be just about anything. Certain insects feed on certain types of plants, and box elder bugs for example, tend to congregate in certain areas outside. Box Elder Bugs are oblong, dark brown-blackish, and have red lines around certain areas of their body. If it's not that, then more information is needed.

Commonly the bugs found jumping around in lawns are whitish moth like gnats. These little bugs aren't very visible until you walk through the grass or run your hand through it. There are though some GOOD lawn bugs known as Scolia Dubia. They look like 1 inch long fireflies and fly low near the ground.
