Depending on exactly what is hoped to be resolved or addressed by the internal proposal, it can contain any elements. Following the standard example, it should include at least a purpose statement, a descusion of the problem and a conclusion.

6 basic items, address the need, define your solution, how to implement solution, the required timeframe, persons responsible, and the expected outcome. Must be fully informed about what is needing to be accomplished and confident your well structured solution will meet those needs.

elements of internal proposal can be, sales targets,a sales persan is given targets by his bose. budgets, budgets are created for all departments according to their needs/demands. internal proposal can be created to same new project which the organization wants to starts,by giving the advantages of the project.
