Some childen are just late talkers and develop language a little later than their peers. Autism spectrum disorders and other conditions can cause speech and language delays, but the only way to know for certain is to have the child professionally evaluated.

There are many possible causes, but the most likely is the toddler has not had someone to work with them daily on their speech to improve their language skills.
