The 14-month old child should produce strings of different syllables such as "ba-da-na," should be using some real words, and should understand simple commands.

A fourteen month old child should be able to say between ten and five-teen words. He or she may not say the words clearly, just so you can understand what they are saying.

At 14 months a baby should be babbling a lot (nonsense vowels and consonants) and may have uttered the all important first word. Some children have several words at this point, but some do not have anything identifiable.
