I need to know if you are referring to intermediate sanctions by the IRS, or in dealing with criminal sentencing. In the former, this is very involved, and you need to consult a tax attorney. In the latter, these can lead to a situation in which a perpertrator may not be under direct supervision, and that can lead to re-offending.
