There is foam insulation that you can hire contractors to spray onto your roof. It has a high insulation rating and creates a smooth finish. Its often used in commercial installations.

Since a flat roof retains water longer, it is best to insulate with foam insulation. Regular padding insultation could become wet if the flat roof leaks, resulting in poor insulation quality. Foam insultation may be more expensive to start but will not become as wet and damaged if the flat roof leaks.

I would think that one of the best ways to insulate a flat roof would be to grow grass on top of this roof.

Use Seal-O-Flex roof paint, which is a 3 coat application with a white reflective final coat, or spray a foam-based solution which adds a 4 inch thickness.
