Pasta with a special add-in (garlic, wilted spinach and some halved walnuts for example) looks impressive but can be made very cheaply. "Gourmet" home-made pizza is another pretty choice with easy & cheap ingredients.

I think that chicken is really good to use to doctor up and make it look elegant. Chicken Francese, using lemon, butter and flour, Marsala using mushrooms and wine, Chicken Kiev using parsley and butter and bread crumbs, no expensive ingredients but impressive!
