A modular kitchen is less expensive than a custom kitchen. Modular simply means that a grouping of fixtures and such were already predetermined for the space.
Modular kitchens are standardized, pre-fabricated units made to fit in the best space and be the most efficient, they were all the rage in post WWII homes!
