The Australian swamp oak Viminaria looks like a broom plant with yellow flowers but has real leaves. Some of the succulent plants of the Southwest are used as shrubs in gardens. All true shrubs do have leaves, although some flower before they bud. Most are leafless during the winter months.

Lycium is generally a spiny leafless shrub, especially during the dry temperatures. They are around 2 to 8 feet tall, and much wider than their height; their size is dependent on the resources that are available to them such as space and water. The only time that they grow leaves is during some of the cooler seasons.

Any type of deciduous plants will come under this category. Furthermore, forsythia flowers are common examples of leafless shrubs. Also, this includes the plants that are evergreen, such as evergreen perennials.
