There is a deck located above the A/C compressor with clearance of about 10 inches. Would that mess up the capacitor?

The A/C fan outside is running but the compressor doesn't come on

No this should not affect the capacitor. As long as there is enough clearance for air flow through the fan this should not affect the operation of the unit. Your problem may not be the capacitor it may be in the control board. Check the light on the control board for problem codes before researching further.
