Plea bargaining is available in nearly every court for every crime. Depending on evidence; State's Attorney or defense can request a plea bargain. Although it may seem unjust to be tried for lesser crime than was actually committed, sometimes this is the best way to ensure any type of conviction.

No. By allowing a defenant to plea bargain, regardless of the charge, this serves an essential purpose by ensuring that bias of Law Enforcement, over zealous prosecutors, or public opinion, do not unfairly diminish an accused's rights. It further helps reduce the backlog of cases, allows cases to be adjudicated faster, and gives the alleged victim a sense of finality.

It should, in my opinion matter, but in reality it rarely does. What actually affects the opportunity to plea bargain is the quality of information that the defendant can give to the police.
