Should I send e-mail invitations for a birthday party?

It's convenient, but I don't want to be tacky.

Email is convenient, however, a party deserves a formal invitation. Yes, even a birthday party. The idea being that the person receiving the invitation has the joy of opening the envelope and feeling honored that they were included in the celebration.

That totally depends on who the party is for, and who is invited. If there are people on your invitation list for whom an email invitation would be inconvenient, then don't do it. Certainly for people in the sixteen to thirty-five age range, email is convenient and probably their preferred method of communication.
