It depends on when that level was checked. Usually your levels of b-hcg which is the level checked to track pregnancy should start going down because technically you have aborted your pregnancy with a D&C.

It can take 8 weeks for the HCG hormone to leave your body. Your body has alot to do after a D&C so give it time and rest alot.

Your Beta-hCG levels will take some time to level off, even after a propperly performed D&C, because tthe hCG does not just "disappear;" it, like any hormone, has a half-life that will pass as it is further metabolized. For instance, levels in the 20,000-100,000 will take much longer than a pre-D&C level of 5,000.

There are some cases that you can have a high hcg level of 5000 depending on the type of medications that you are taking in order to make yourself better.
