Rat Terriers were originally bred to kill small rodents on farms (hence the name). Cats... really just big rodents... probably not a great idea, maybe a calmer breed, pekingese perhaps?
It all depends on the personality of the rat terrier. I have seen Labrador dogs and even larger ones get along fine with cats; its all in the personality
