Should I be concerned if my dog is drinking a great deal but is refusing to eat?

Not eating can be an indication of sickness. Has his food been changed recently? He might not like it. Check his mouth and teeth, he might have a sore or is sore from dental problems. If he's drinking a lot he could just have an upset stomach from excessive heat or have an intestinal blockage if he's not defecating.

You should take your dog to the vet. Even if he isn't acting ill, his refusing to eat is not a good sign.

It really depends on a few things - is the dog just starting this behavior today? If it's just today, has your dog been especially active? If so, perhaps the dog is just dehydrated from running around. Keep an eye on it and go to the vet if it continues.
