Feed them in separate places. Take one Cat and put it on one side of the room and put the other cat on the other side of the room. If the bully still goes out of his way to hurt the Cat, feed him in a totally different room.
I have 4 cats myself and early on one would dominate so the best thing to do temporarily is to keep the dominated cat in its own room so it can eat. Then stay in the room while both eat so they can get along.
The first way is for the two cats to have separate eating quarters, possibly different rooms. You could perhaps reprimand the bully cat consistantly for bothering the other cat.
You will have to either put the cats food in different places or feed them a small amount at the time. That way you can watch and make sure each cat is getting food.
