It is proper to congratulate your landlord and give a small token of respect. Perhaps a fifty dollar bill would do this.

You should certainly offer some form of congratulations, although depending on your relationship with your landlord, this could range from something informal, such as a quick verbal congratulations whenever you next run into her, to something a bit more formal like a card or possibly a bouquet of flowers or something similar.
