Get some kind of lotion that is made for foot irritation and put it on the paws then try and be careful where the dog goes.

You dog may have cut his paws, leading to bacteria, infection, and irritation. Soak the paw in a warm epsom salt bath for 10-15 minutes, disinfect with betadine, and upon drying wrap foot in gauze (not too tight). Treat for 2 to 3 days, covering with plastic wrap when going outdoors. If problem persists, consult your vet.

It will depend on the cause of the irritation. Irritated paws can be the result of allergies or a yeast infection, or autoimmune disease or quite a few other things. Your vet will know the treatment because the treatments for different paw maladies vary. Maybe until a vet can see him, rest will help.

You can wipe your dogs feet with baby wipes when you bring the dog in from exercising. Keeping the hair trimmed out of the pads will also help.

You can keep your dog inside, or you can invest (or make) something like dog booties until the paws heal.
