More than likely, there is a blockage. There are pet enemas and laxatives that can be bought at pet stores, and there is a possibility that something in the dog's diet is causing the diet. Try to change one or two items in his diet along with a laxative. That should do it.

Yes. The dog may have consumed something he shouldn't such as clothing, etc. Some dogs have a blockage in their anal glands and need to be expressed. See your vet.

Dogs should defecate typically 20-30 minutes after eating and/or exercising. First make sure he has been eating as nothing will come out if it hasn't gone in. See if he attempts to go but is straining. he could be blocked, this will become painful if not resolved.

He could indeed have a blockage. Try giving some laxatives. Be careful not to give too much. Avoid different flavors such as chocolate or mint. The dog probably needs to see the vet whether he defecates or not. Blockages can be serious. If there is something else wrong it needs to be fixed before more problems occur.
