My computer screen jumps up and down, and I can't scroll. What's wrong?

Check to make sure your monitor cable is plugged in well. If it is, you should check the settings of your monitor. There's usually an auto adjust setting in its menu. Select that and the monitor will automatically reset itself. Also, check your graphics card drivers, as you may be using an incompatible one.

Try adjusting your monitor settings, such as Verticle Hold. Your video card may also be the problem. Try using someone else's monitor to see if it is the monitor or the computer video card. Same with your mouse, swap with someone's working mouse and see if the fixes the problem.

Try adding more RAM, defragging, deleting some files from your hard drive, reloading your mouse drivers, or running your anti virus.

The problem looks like your CRT picture tube has worn out [applicable for CRT only]. If it is a LCD there might be a problem in the VGA slot of the motherboard.

This was happening to me and it turned out I had my cell phone sitting too close to my optical mouse. The signal from the phone was interfering and causing my window to scroll up.
