The likely problem is the power steering belt is old and slips when it is raining. You should replace the belt. You may also want to rough up the power steering pulley with some black sandpaper while you have the belt off. Depending on the year of your car you may only have one serpentine belt.

The power steering pump belt is probably slipping when it gets wet. Purchase a new belt. Loosen the power steering pump so you can slide the belt off. Put the new belt on. Press against the pump to get tension on the belt and tighten the pump down. This should solve the slipping problem.

Well assuming that you have an older vehicle then it is probably the power steering belt slipping. It is probably already worn and glazed and when it gets a little wet it starts to slip. When it slips i cause the power steering pump to turn slower cause heavier and harder steering.

Your steering gear( rack and pinion) has failed, get it replaced immediately before you lose all steering. Go to your local shop and have them do an alignment on the vehicle. Be careful, it can be dangerous to drive a car in this condition.
