Water is pretty basic it is made from hydrogen and oxygen. I do not think that you can conveniently combined them like you would lemonade mix and water. I bet that in lab this cold be done but I doubt that it would be in powered form.
Stephen Wright had the same problem. I suppose the closest you can get is to freeze it and then grind it very fine, but even then you better be in a cold room.
