There can be, but it varies tremendously from place to place. Medicaid can pay for nursing home care, if a senior needs it, but generally does not pay for anything less. Housing assitance is often available for seniors, however, either in public housing (some of which is seniors-only) or in the form of a voucher.

Most government funding for senior living is Medicaid funding for nursing home care, Medicare supplemental insurance for nursing home care, and Veterans' Affairs nursing homes or stipends for care in private nursing home facilities. The government does not specifically pay seniors' housing costs. Those who are blind can receive disability funds that can be used toward housing costs.

I would have to say yes. Social Security has been around for about seventy years or so. I would also say that if a senior has military benefits, like medical help, then I would go so far as to say there are at least two.
