Write to the Department of Energy. Either by state or the US Government. Your local city can give you the phone number or address of both.

There are American Recovery and Reinvestment Act funds available, and many others. You may have to dig. Check renewableenergyworld website for starters. Call the DOE, and check their website. If this is a home project, check with your energy provider, they may have programs to help, or at least buy back your surplus energy. Research grants, they are out there.

The United States Rural Development Agency has been awarding grants for wind energy for the past several years. Some of the states also have wind energy projects where more money may be available.
