Yes, root beer making kits do exist and they are very popular! Most kits contain root beer extract, flavor crystals and root beer yeast. Most kits require you to combine the ingredients, funnel them into the provided bottles and cap the lid on tightly. You must then wait for about 2 days for it to slightly ferment before drinking.

I don't know about a kit, but you can buy root beer concentrate in the seasoning section of a grocery store, mix it with seltzer water or club soda, and sweeten with sugar or other sweetener to taste. I have made this myself and it is cheaper and more plentiful
