Is there something you can download for a serial data transfer?

I'm not sure how to do this.

Yes, traditionally the best option would be an FTP server/client. Netcat a universal networking tool is also good for this. If your attached to the Internet, tools like Dropbox are good. If you are using a really old system with DOS Kermit or Procomm might be a solution with a null modem cable.

You can do serial data transfer using HyperTerminal to operate most serial devices. Hyper Terminal is available under Accessories in most Windows PCs

Those serial protocols work on serial bus(plain old). And just like with other computers, a reliable way of transferring data with Arduinos is needed. I do not completely understand what you mean by your post, but there are two ways to handle data flow, hardware and soft. I think hardware flow control cant be used
