Yes it is possible to wire a 120v circuit from a 220v source, it just depends on wether the 220v source is a 3 wire or 4 wire. If it is a 3 wire you can not safely install this circuit because it contains two hots and a ground. A 4 wire contains two hots a neutral and a ground.

A 220 system is basically two 120 systems combined. Your 220 system has 4 wires: 2 colored, 1 white, and 1 green. If you need to wire a 120 outlet you need to take 1 (just one! ) of the colored wires and the white one (and of course the green).
