Is there any alternative for Photobooth, just for Windows... but with the same effects?

Yes, there are many alternatives to Photobooth with a windows operating system. One that is widely known is Seenly. Seenly is a web based pPotobooth, meaning you will need a network connection to use it. It is a cloud application meaning that all the data is saved on there server's, rather then with photobooth being stored locally.

There are alternatives such as Photoboof and snap. It has the same effects as speechbubbles, stickers, etc. and also photosharing.

You might want to try Photoboof. It's quite good and it has more features than Mac's Photobooth. For example you can use regular digital cameras, not just webcameras, so you can get quality pictures, with flash and the whole bit.

There are wireless USB adapters. These adapters you can connect to every classic usb device. The difference is, that you are wireless, but not automatically connected.
