The legality of Child Labor depends on the country in question. In most countries (China Included) Child Labor is discouraged but not necessarily illegal.

There are official laws in place that are used to protect minors (those under the age of 16), but that does not mean that they are always followed and enforced. Children are preferred for their physique in regards to skilled labor and often times it is a better alternative to starving in abject poverty in the distant rural areas.
