the thyroid gland is specifically responsible for cellular metabolism or how the cell used its glucose and production of T3, T4 and calcitonin which are hormones that is used by the body, the liver is responsible for gluconeogenesis, glycogenolysis, glyconeogenesis, thus producing glucose or adenosine tryphosphate which is used by the cell for energy

While the thyroid gland does not make ATP it does produce thryoid hormone which is one of MANY hormones responsible for regulating ATP synthesis in all cell. Hyperthyroidism can cause increased metabolism and ATP synthesis.
