There are several "give a goat" programs. The programs run by OxFam and WorldVision are highly rated by Charity Navigator. These programs target the money at the objective of purchasing a goat for someone, but there is a disclaimer that the money goes into a fund and the fund does other things as well. But, yes, people do get goats.

I have recently found out that the goat program is a scam, set up by the Nigerian Internet scam. It is all over the internet. Scams have the same tone to them and are easily identified once you are conscious of it.
