That is tough to say, since any blog can be called anything it wants to be called, but The Dark Window at Blogger/Blogspot (the most popular blogging site) hasn't had a post since 2004. I think it is safe to say it has shuffled off this mortal coil. If you meant a different blog, please resubmit your question.

Definitely the blog site is already not functioning though you could still access it and put comments. Though the last comment was posted sometime in July of 2006 and the author is no longer responding since year 2004. He on the other hand, put some links to others sites.

It looks like it. Their latest post says that there would be a lack of updates for some time, possibly indefinitely. Since that was back in 2004, I don't think the chances are high that it will pick up again.

I don't think it's down, the website is still up and working but it has yet to be updated since 2004. So either the owner has nothing to say or has abandoned his own blog.
