It is neither. Air is made up of a combination of elements, which is a mixture. Air cannot be pure, because it isn't a single substance that can be measured in terms of purity. The components could be called pure, but not as a whole.

"Pure air" is a mixture of nitrogen, oxygen, carbon dioxide, and a number of other gases (helium, hydrogen, carbon monoxide, and others). Human beings don't just breathe pure oxygen--we need a mix of oxygen and other gases.

The air is a mixture of gas otherwise it can't be called as air.So it is a mixture.You can't have a pure air as such,it may be a mixture of gases with Co2 level very low and O2 level little bit high.
