There is not ethical or legal concerns on outdoor carpeting. If it is made of Teflon (like Astroturf) or plastic, it can also withstand the dirt, sunlight and water exposure to being outdoors.

Outdoor carpet isn't inherently wrong, persay, but it is a really bad idea. Outdoor carpet traps moisture (from rain, dew, snow, etc. ) and dirt, and then acts as a breeding ground for all sorts of bacteria. That sort of environment also encourages bugs to lay their eggs there- a really easy way to get a roach investation!
