No, it's not on purpose. The movie Halloween came out sometime in the 80s and Mike Myers was probably born in the 60s.

Yes, Mike Myers real full name is Michael Myers. As far as I know he has actually commented on this fact and has stated that his name being Michael Myers has nothing to do with the "Halloween" guy. And that he was not named after the Michael Myers from the Halloween series.
