Is it true that there is a tunnel system under capitol hill?

Yes, there is a surprisingly complex tunnel system below the capitol in Washington DC. There are congressional office buildings to the south of the Capitol where many congresspeople have offices. They use the tunnel system to easily move between buildings and to/from the capitol building itself.

Its not a conspiracy. The myriad tunnels make it easy for congresspeople and their staff to move between all the office buildings that make up the capitol complex. They are these really long featureless tunnels, so walking through them feels like being on some conspiracy-theory movie set.

Yes, there is really a tunnel system; it is used by Senators to get from their office to vote at the Capitol.

Yes, there are tunnels there. I have been in them recently. There is a lot of security, but its pretty interesting. Unfortunately, they are poorly marked, and very extensive, so it is surprisingly easy to get lost. Although most people using the tunnels work there, maps would really help visitors.

Church Hill Tunnel is an old Chesapeake and Ohio Railway tunnel under the Church Hill section of Richmond, Virginia. Built in the early 1870s, in 1925.

Yes, there really is a tunnel system under Capitol Hill. I know that there is one because I've been there myself.
